I really think it would be a mod conflicting, but I have not been able to find it.If this is the case and you are using mods please try the following: I leave the game and come back and now it work correctly. As i let the game run for an hour and not a single car would make a path on that road. I deleted the traffic to see if it was caused by the routing, I went through and re-upgraded the roads and re-apply the restrictions, but this just made the road impossible to create a path through. Cars would go into the turn lane to go straight. I would specify that I want the left lane to turn left, the middle lane to go straight, and the right lane could go straight or turn right. Something that was happening earlier was with dedicated turn lane roads. And its a bit annoying to have to quit every time I want the traffic to work correctly.
